Jeffrey B. O’Toole is a partner of Bonner Kiernan with over thirty-five years of litigation experience. Jeff is an experienced trial attorney specializing in the litigation of complex matters of our clients. His experience includes civil as well as criminal litigation in both local and Federal Courts in the District of Columbia, as well as in Federal Courts across the country. Jeff has extensive experience in the defense of serious federal crimes and government litigation involving Foreign Service officers and State Department employees facing criminal and administrative proceedings. Jeff understands the unique challenges that government employees face in navigating the interplay between their criminal cases, their jobs and benefits including security clearance issues. He has successfully resolved many matters for State Department and other Government employees, simultaneously addressing his clients’ most adverse personal and professional consequences. Jeff is a member of the American Foreign Service Officers Association select Panel of Counsel.
Jeff has extensive experience defending clients charged with serious federal crimes. He has been appointed as learned counsel by federal judges across the country, has been qualified in Maryland state courts as an expert witness in criminal law and death penalty litigation, and has presented trial trainings to fellow attorneys at State and Federal venues. His federal criminal trial work has involved investigating and defending criminal charges both in the United States and abroad. In addition, in conjunction with both federal and civil work, he has been instrumental in representing clients in Congressional proceedings. Jeff was an adjunct professor at The George Washington University Law School, teaching the upper level Criminal Seminar, from 2006 until 2012.
In addition to representing clients in complex federal criminal cases, Jeff has served as outside counsel for successful area small businesses and established local and international non-profit organizations, providing advice and guidance on corporate compliance, employment and labor law, insurance coverage and compliance, as well as contract negotiations and review. He has served as lead and second counsel on cases that have reached the United States Supreme Court. His extensive expertise has sent him abroad to render advice to clients in cases brought in France, the United Kingdom, Bulgaria and in matters in Rwanda.
